In this board, you only have 30 moves, which isn’t a lot of time to strategize. The best way (perhaps the only guaranteed way) to pass this level is to get two color bombs and combine them together to get rid of all the licorice swirls.
Once you set off the two bombs, it will clear the whole board–you may still have jellies left over. It will be easy to clear these with striped candies and with normal 3-candy combinations. They only need to be cleared once.

At the start of this level your main focus should be on getting past the sea of licorice swirls. Obviously without doing so you will not be able to get your ingredients to fall.
For the most part, striped candies will do wonders on ingredient levels. However, using them against the licorice swirls will prove futile as they just swallow up the effects of both the striped and wrapped candies.
Do your best to simply clear them away until the board is able to open up more.Once your ingredient is below them you should be good.
At times the board may even reshuffle which could be a key assist in this level to get through the blockers.
