There are only two places through which you can make a move that will spread the jelly immediately you begin the level, so unless you clear those licorice locks first, you have very few helpful moves you can make.

Clearing the licorice will also enable you to make special candies which will help out a great deal with spreading your jelly. Do not clear the licorice that borders the queen’s green jelly as you will only be helping her to get some space to make moves and spread her green jelly.
